Is there water in the tank now?

Yes. During the rainy season. I think on special occassions the authorities bring in water by tankers, `thanni' lorries. Also, now there is some work on to harvest rainwater.

I thought that these tanks were the old method to rain harvest. But it is never full.what's up with that?

Yes. Such tanks in cities and villages were part of a system to conserve water. But over the years with encroachments and lack of maintenance the system has fallen apart. Now there are efforts to restore rain water systems.
